The 5 year period begins on the date of enactment, and the Act was approved July 7, 2025, so it runs from that date. Two limits are written into the text: the person has to be a Native or the descendant of a Native, and has to be an aged, blind, or disabled individual as that phrase is defined in section 1614(a) of the Social Security Act (42 U.S.C. 1382c(a)). Both the amount distributed and the benefit provided have to come from a Settlement Trust.
