What Being Indexed Means Here
Every proposal here quotes the document's own words and names the page or section it sits on. Every action carries its own citation. A document is listed as indexed once every chapter or section of it has been gone through, which is not the same as every sentence in it being recorded: each page states what was taken from it and what was not.
