What Is Here, and What Is Not

Sectioning is not indexing. Every law here is split into its own sections and every section is readable and citable; a law is listed as indexed once each of those sections has been gone through and the things it does recorded. The count above says how many have.

One law of this Congress is missing: the defense authorization runs across divisions that reuse section numbers, so a section number does not address it uniquely, and it is left out until it can be addressed properly rather than indexed wrongly.
