It identifies the explanatory statement by where it was printed, the House section of the Congressional Record on or about January 7, 2026, and by who submitted it, the chair of the House Committee on Appropriations. The rest of the section provides that the statement has the same effect on the allocation of funds and the implementation of divisions A through C as if it were a joint explanatory statement of a committee of conference.

A report about this law was printed in the record of the House. The chair of a House money committee turned it in. It counts as much as a joint report would.
When the two chambers work out a bill together, they print a joint report. There was no such report here. This makes the House report do the same job.
