It directs the three named officials to act jointly to make federal forest bioenergy policy consistent across departments, to recognize the full benefits of using forest biomass, and to set clear policies for its use. Those policies are to reflect the carbon neutrality of forest bioenergy and recognize biomass as a renewable energy source, provided its use does not cause forests to be converted to other uses.
