It bars money in this or any other Act from being used to move or release into the United States Khalid Sheikh Mohammed or any other detainee who is not a United States citizen or a member of the armed forces and who is or was held on or after June 24, 2009 at the United States Naval Station, Guantanamo Bay, Cuba. Section 539 separately bars building or changing a facility in the United States to hold such a person.
