“(1) In general.--Subject to paragraph (2), this section shall take effect immediately upon the date of enactment of this Act. (2) Alternate date.--If this Act is enacted after January 30, 2026, this section shall take effect as if enacted on January 30, 2026.”

Subsection (c) of section 5004 sets the section's effective date. It takes effect immediately on enactment, but if the Act was enacted after January 30, 2026 the section takes effect as if it had been enacted on that day. The Act was approved on February 3, 2026, so the alternate date is the operative one.
