Subsection (c) of section 6503 adds a new subsection (h) to section 377 of the Public Health Service Act. By December 31 each year, beginning in fiscal year 2027, the Secretary must prepare, send to Congress and make public a report on whether the grants gave enough money to reimburse every donating individual for all qualifying expenses, including the estimated number of donors who were not fully reimbursed and the total funding estimated to be needed to reimburse them all.

The report asks whether the money was enough. It counts the donors who were not paid back in full. It also says what the full cost would be.
