The National Academies must approve a report on the study by consensus, include an assessment of the listed topics, the required analysis and the raw data used, and send it within 24 months of enactment to the Secretary of Health and Human Services, the House Committee on Energy and Commerce, and the Senate Committees on Finance and on Health, Education, Labor, and Pensions.

Within 24 months of the day this law passed, the report must go to the people listed next.
