What the document says“The explanatory statement regarding this Act, printed in the Senate section of the Congressional Record on or about November 9, 2025, and submitted by the chair of the Committee on Appropriations of the Senate, shall have the same effect with respect to the allocation of funds and implementation of divisions B through D of this Act as if it were a joint explanatory statement of a committee of conference.”
Section 4 gives legal weight to a document printed outside the Act. Several accounts in divisions B and D fund the projects and amounts specified in the table in the explanatory statement described in section 4, so the tables in that statement carry the detail the bill text leaves out.
