What the document says“all obligations incurred and in anticipation of the appropriations made and authority granted by divisions A through D of the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026 for the purposes of maintaining the essential level of activity to protect life and property and bringing about orderly termination of Government function, and for purposes as otherwise authorized by law, are hereby ratified and approved”
Section 117 of division A reaches backward. Bills run up during the lapse to protect life and property, or to shut operations down in an orderly way, are approved after the fact, so long as they fit the terms of divisions A through D.
