A list of mandatory funding is left out of the extension
What the document says“Subsection (a) does not apply with respect to mandatory funding under section 1614(c)(4) of the Agricultural Act of 2014 (7 U.S.C. 9097(c)(4)).”
Subsection (e) lists the mandatory funding the extension does not carry forward. Besides the commodity provision quoted here it names conservation funding in the Food Security Act of 1985, a rural development provision of the Rural Electrification Act of 1936, two research provisions, two energy provisions, two horticulture provisions and one miscellaneous provision, and two conservation limitations.
What the document actually says“Subsection (a) does not apply with respect to mandatory funding under section 1614(c)(4) of the Agricultural Act of 2014 (7 U.S.C. 9097(c)(4)).”
One kind of farm money is left out. The rest of this part does not reach it.
The extension is broad but not total. A short list of programs does not get their money carried on. Each one is named in the law.
