The effects are not estimated for three named budget purposes
What the document says“the budgetary effects of this division and divisions E through G shall not be estimated-- (1) for purposes of section 251 of such Act; (2) for purposes of an allocation to the Committee on Appropriations pursuant to section 302(a) of the Congressional Budget Act of 1974; and”
The third purpose is paragraph (4)(C) of section 3 of the Statutory Pay-As-You-Go Act of 2010, which deals with what counts as included in an appropriation Act. The subsection sets aside Rule 3 of the Budget Scorekeeping Guidelines and section 250(c)(8) of the Balanced Budget and Emergency Deficit Control Act of 1985.
