Money may not start or resume anything that was barred in fiscal year 2024
What the document says“No appropriation or funds made available or authority granted pursuant to section 1101 shall be used to initiate or resume any project or activity for which appropriations, funds, or other authority were specifically prohibited during fiscal year 2024.”
Section 1104 is the standard bar on new starts. Where the fiscal year 2024 Acts specifically prohibited a project or activity, the money carried forward by section 1101 may not be used to begin or restart it.

Money may not start work that was banned the year before. It may not restart it either.
A ban in the old bill does not lapse. Carrying the money over carries the ban too. Section 1409 sets a wider bar for defense.
