Section 1113 requires a spending, expenditure or operating plan within 45 days of enactment, at the program, project or activity level, or at any greater level of detail an appropriations Act or its joint explanatory statement required. Subsection (b) says the plan must reflect a sequestration if the President orders one under section 254 of the Balanced Budget and Emergency Deficit Control Act of 1985. Subsection (c) lists the thirty-five departments and agencies that must file, from the Department of Agriculture through the Architect of the Capitol.
