An emergency designation survives a transfer between accounts

Section 1116 keeps the emergency designation attached to money that moves. An amount designated an emergency requirement under section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, and so designated by the President, keeps that designation when it is transferred under a transfer authority in division A.
