“Section 8004 of division A of Public Law 118-47 shall be applied by substituting ``40 percent'' for ``20 percent''.”

Section 1411 doubles a percentage in section 8004. Section 1412 raises the general transfer authority in section 8005 from $6,000,000,000 to $8,000,000,000 and bars a transfer from extending the period of availability. Section 1413 raises two figures in section 8026 and turns off its subsection (e). Section 1414 changes figures in sections 8109, 8110 and 8117. Section 1415 turns off section 8046 for funds under this Act.
