“For an additional amount for the Department of Defense, $8,000,000,000, to remain available until September 30, 2025, for transfer to military personnel accounts, operation and maintenance accounts, and the Defense Working Capital Funds”

Making further continuing appropriations and other extensions for the fiscal year ending September 30, 2025, and for other purposes, Sec. 3

Section 1421 makes the money available only for United States military operations, force protection and deterrence led by the Commander of United States Central Command and the Commander of United States European Command. None of it may be obligated or expended until 30 days after the Secretary of Defense gives the congressional defense committees an execution plan, and the Secretary must notify those committees at least 15 days before any transfer. Amounts found not to be needed may be transferred back.
