Section 1422 requires a plan at the level of detail section 8007 of division A of Public Law 118-47 required, after consultation with the defense subcommittees. Nothing may be in the plan unless it was provided for in H.R. 8774 or S. 4921 or in the reports accompanying them. The plan becomes the baseline for reprogramming and transfer under sections 8005 and 8006, and it must reflect a sequestration if one is ordered.
