“the Chief of Engineers shall submit directly to the Committees on Appropriations of the House of Representatives and the Senate a detailed work plan for fiscal year 2025”
Section 1503 turns off section 102 of division D of Public Law 118-42 for funds under this division and sets its own plan requirement. Studies and projects may draw funds under the Investigations, Construction, and Mississippi River and Tributaries headings only if they were active the day before enactment. Once the plan is filed, the Assistant Secretary of the Army for Civil Works may not deviate from it except as section 101 of division D of Public Law 118-42 allows.
