Section 1608 covers the case where new budget authority for fiscal year 2025 tops a category limit set out in section 251(c) of the Balanced Budget and Emergency Deficit Control Act of 1985 because the Congressional Budget Office scored it differently. The adjustment equals the excess, and the total of all such adjustments may not exceed 0.25 percent of the sum of the adjusted limits for all categories that year.
