A reference to 'this Act' inside a division means only that division
What the document says“Except as expressly provided otherwise, any reference to ``this Act'' contained in any division of this Act shall be treated as referring only to the provisions of that division.”
Section 3 is the last of the three sections that stand ahead of the divisions. It fixes what the words 'this Act' mean when they appear inside a division: they reach that division alone, unless a provision says otherwise.
