Gerald E. Connolly Esophageal Cancer Awareness Act of 2025 › Section 2

Findings

Section 2 · Sec. 2 ·

What this chapter is about

This part lists things Congress says are true. They are about a cancer of the food pipe. Congress says it is spreading fast and kills many. Congress says checks and early care can help.

12 proposals indexed from this chapter.

The document says “shouldWho acts: CongressHow: statuteSec. 2 in the PDF
What the document says

“esophageal cancer is the fastest increasing cancer among American men”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2

The first of the section's eleven findings. Congress states that esophageal cancer is increasing faster than any other cancer among American men. The finding gives no period and cites no source for the comparison.

What the document actually says

“esophageal cancer is the fastest increasing cancer among American men”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2
That sentence, in plain words

Congress says this cancer is growing fast. It grows faster in men here than any other cancer does.

What this is about

The food pipe is the tube that takes food to the stomach. This cancer starts there. A finding is a reason, not a rule.

No action is recorded against this proposal. That is not evidence that none has been taken, and nobody has yet read it against the record. See what the tracker does not yet cover.

What the document says

“esophageal cancer is one of the fastest growing cancer diagnoses among all Americans, increasing more than 700 percent in recent decades”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2

The second of the section's eleven findings. It widens the first finding from men to all Americans and attaches a figure to the increase: more than 700 percent, over a span the finding describes only as recent decades.

What the document actually says

“esophageal cancer is one of the fastest growing cancer diagnoses among all Americans, increasing more than 700 percent in recent decades”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2
That sentence, in plain words

Congress says this is one of the fastest growing cancers in the country. It says cases went up more than 700 percent in recent decades.

What this is about

The first finding was about men. This one is about all people here. Both say the same thing: more cases each year.

No action is recorded against this proposal. That is not evidence that none has been taken, and nobody has yet read it against the record. See what the tracker does not yet cover.

The document says “shouldWho acts: CongressHow: statuteSec. 2 in the PDF
What the document says

“esophageal cancer kills 1 American every 36 minutes every day”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2

The third of the section's eleven findings. Congress states the death rate as a rate over time rather than a yearly total.

What the document actually says

“esophageal cancer kills 1 American every 36 minutes every day”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2
That sentence, in plain words

Congress says this cancer kills one person every 36 minutes. It says that goes on all day, each day.

What this is about

That works out to about 40 deaths a day. Congress puts the number here to show the size of the harm.

No action is recorded against this proposal. That is not evidence that none has been taken, and nobody has yet read it against the record. See what the tracker does not yet cover.

The document says “shouldWho acts: CongressHow: statuteSec. 2 in the PDF
What the document says

“esophageal cancer is among the deadliest of cancers, with only about 1 in 5 patients surviving 5 years”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2

The fourth of the section's eleven findings. It states a five year survival figure of about one in five, and calls the disease among the deadliest of cancers. The tenth finding gives a higher figure, as high as 49 percent, for patients diagnosed at an early stage.

What the document actually says

“esophageal cancer is among the deadliest of cancers, with only about 1 in 5 patients surviving 5 years”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2
That sentence, in plain words

Congress says this is one of the deadliest cancers. Only about one in five people live five more years.

What this is about

Doctors track how many people live five years after they learn they are sick. That number is low here.

No action is recorded against this proposal. That is not evidence that none has been taken, and nobody has yet read it against the record. See what the tracker does not yet cover.

The document says “shouldWho acts: CongressHow: statuteSec. 2 in the PDF
What the document says

“esophageal cancer has tripled in incidence among younger Americans in recent decades”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2

The fifth of the section's eleven findings. It states that incidence among younger Americans has tripled in recent decades. The finding sets no age boundary for who counts as younger, and the eleventh finding separately lists an age of 50 years or older among the risk factors it recites.

What the document actually says

“esophageal cancer has tripled in incidence among younger Americans in recent decades”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2
That sentence, in plain words

Congress says this cancer went up three times in younger people. That happened in recent decades.

What this is about

The law does not say what age counts as young. It just says the rise hit that group.

No action is recorded against this proposal. That is not evidence that none has been taken, and nobody has yet read it against the record. See what the tracker does not yet cover.

The document says “shouldWho acts: CongressHow: statuteSec. 2 in the PDF
What the document says

“esophageal cancer has low survival rates because it is usually discovered at advanced stages when treatment outcomes are poor”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2

The sixth of the section's eleven findings, and the one that supplies a reason for the survival figure in the fourth. Congress attributes the low survival rate to late discovery, when treatment outcomes are poor.

What the document actually says

“esophageal cancer has low survival rates because it is usually discovered at advanced stages when treatment outcomes are poor”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2
That sentence, in plain words

Congress says few people live long with this cancer. That is because it is found late. By then it is hard to treat.

What this is about

The other findings say the same in a different way. Finding it early is what changes the outcome.

No action is recorded against this proposal. That is not evidence that none has been taken, and nobody has yet read it against the record. See what the tracker does not yet cover.

The document says “shouldWho acts: CongressHow: statuteSec. 2 in the PDF
What the document says

“raising awareness about esophageal cancer empowers individuals to seek preventive care, recognize symptoms, and pursue early detection strategies”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2

The seventh of the section's eleven findings, and the one that connects to the Act's short name. Congress states three things it says awareness enables: seeking preventive care, recognizing symptoms, and pursuing early detection strategies.

What the document actually says

“raising awareness about esophageal cancer empowers individuals to seek preventive care, recognize symptoms, and pursue early detection strategies”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2
That sentence, in plain words

Congress says that telling people about this cancer helps them. They can ask for care. They can spot warning signs. They can look for it early.

What this is about

The name of this law has the word awareness in it. This finding says why.

No action is recorded against this proposal. That is not evidence that none has been taken, and nobody has yet read it against the record. See what the tracker does not yet cover.

The document says “shouldWho acts: CongressHow: statuteSec. 2 in the PDF
What the document says

“survivors, caregivers, medical professionals, and researchers have made tremendous strides in advancing treatment options and improving the quality of life for those affected by the disease”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2

The eighth of the section's eleven findings. It is the only one that credits a group of people rather than stating a figure about the disease. Congress names survivors, caregivers, medical professionals and researchers, and says what it credits them with: advancing treatment options and improving quality of life.

What the document actually says

“survivors, caregivers, medical professionals, and researchers have made tremendous strides in advancing treatment options and improving the quality of life for those affected by the disease”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2
That sentence, in plain words

Congress says people have made big steps forward. It names people who lived through it. It names those who cared for them, their doctors, and people who study it.

What this is about

The steps are better ways to treat it. They also help people live better with it.

No action is recorded against this proposal. That is not evidence that none has been taken, and nobody has yet read it against the record. See what the tracker does not yet cover.

The document says “canWho acts: CongressHow: statuteSec. 2 in the PDF
What the document says

“esophageal cancer can be prevented through early detection of its precursor, Barrett's esophagus, which can be eliminated with curative outpatient techniques”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2

The ninth of the section's eleven findings. Congress names a precursor condition, Barrett's esophagus, states that detecting it early can prevent the cancer, and describes the treatment as curative outpatient techniques. The finding names no technique.

What the document actually says

“esophageal cancer can be prevented through early detection of its precursor, Barrett's esophagus, which can be eliminated with curative outpatient techniques”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2
That sentence, in plain words

Congress says this cancer can be stopped. Doctors can find what comes before it. That is called Barrett's esophagus. It can be cleared up in a day visit.

What this is about

A day visit means you go home the same day. You do not stay the night.

No action is recorded against this proposal. That is not evidence that none has been taken, and nobody has yet read it against the record. See what the tracker does not yet cover.

The document says “is criticalWho acts: CongressHow: statuteSec. 2 in the PDF
What the document says

“have a significantly higher 5-year survival rate (as high as 49 percent) compared to those diagnosed at later stages, underscoring the critical need for enhanced screening and awareness”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2

The tenth of the section's eleven findings, and the one that states the section's conclusion. The finding opens by attributing the figure to research, and says that patients diagnosed with early-stage esophageal cancer have the survival rate quoted. The quotation begins after that opening because the printer broke the word early-stage across a line there. The words enhanced screening and awareness are the section's own.

What the document actually says

“have a significantly higher 5-year survival rate (as high as 49 percent) compared to those diagnosed at later stages, underscoring the critical need for enhanced screening and awareness”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2
That sentence, in plain words

Congress says people who learn early have a much better chance. As many as 49 out of 100 live five more years. That is far better than learning late.

What this is about

Congress says this shows why more checks and more warning are badly needed.

No action is recorded against this proposal. That is not evidence that none has been taken, and nobody has yet read it against the record. See what the tracker does not yet cover.

The document says “shouldWho acts: CongressHow: statuteSec. 2 in the PDF
What the document says

“as of December 2022, the American Gastroenterological Association recommends screening with a standard upper endoscopy in individuals with 3 or more established risk factors”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2

The eleventh and last of the section's findings. Congress records what it says the American Gastroenterological Association recommended as of December 2022: screening by standard upper endoscopy for individuals carrying three or more established risk factors for Barrett's Esophagus and esophageal adenocarcinoma. The recommendation is the Association's, recited here; it is not a document indexed on this site. The finding then lists the risk factors, which are recorded separately.

What the document actually says

“as of December 2022, the American Gastroenterological Association recommends screening with a standard upper endoscopy in individuals with 3 or more established risk factors”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2
That sentence, in plain words

Congress says a doctors' group told people to get a check. The check uses a small camera down the throat. It is for people with three or more risk signs.

What this is about

The group is the AGA. It gave this advice in December 2022. The law lists five risk signs.

No action is recorded against this proposal. That is not evidence that none has been taken, and nobody has yet read it against the record. See what the tracker does not yet cover.

The document says “shouldWho acts: CongressHow: statuteSec. 2 in the PDF
What the document says

“a history of smoking, chronic gastrointestinal reflux disease, or obesity”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2

The list carried by the eleventh finding, in subparagraphs (A) through (E). The five risk factors the finding names are male sex, non-Hispanic white ethnicity, an age of 50 years or older, the history quoted here, and a family history of Barrett's Esophagus or esophageal adenocarcinoma. Three or more of them is the threshold the recited recommendation attaches to.

What the document actually says

“a history of smoking, chronic gastrointestinal reflux disease, or obesity”

To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes, Sec. 2
That sentence, in plain words

One risk sign is a history of smoking. Another is long term acid coming back up. Another is being very heavy.

What this is about

The law lists five signs in all. The other two are being male and being 50 or older. It also counts white people who are not Hispanic, and family history.

No action is recorded against this proposal. That is not evidence that none has been taken, and nobody has yet read it against the record. See what the tracker does not yet cover.

What This Page Covers, and What It Leaves Out

Each of the eleven findings Congress states in the section, one entry apiece, and the list of risk factors that the eleventh finding carries.

Nothing in the section is left out. What is recorded is what Congress stated, not the site's own account of the disease: the figures, the percentages and the screening advice are the section's, and the site has not checked them against any medical source.

A findings section states reasons. It requires nothing of anybody, and section 3 is the operative section of this Act. The findings recite a recommendation attributed to the American Gastroenterological Association as of December 2022; that recommendation is not a document indexed here, so nothing recorded here says what it holds beyond the words this section prints. The section spells the disease's precursor "Barrett's esophagus" in one finding and "Barrett's Esophagus" in the next, and the quotations reproduce each as printed.
