“This Act may be cited as the ``Guiding and Establishing National Innovation for U.S. Stablecoins Act'' or the ``GENIUS Act''.”

To provide for the regulation of payment stablecoins, and for other purposes, Sec. 1

The section gives the Act two names: the Guiding and Establishing National Innovation for U.S. Stablecoins Act, and the GENIUS Act. It does nothing else.
