Inside a division, this Act means that division alone
What the document says“Except as expressly provided otherwise, any reference to ``this Act'' contained in any division of this Act shall be treated as referring only to the provisions of that division.”
The whole of section 3. Each of the Act's two divisions was written as a standalone appropriations act, and each uses the phrase this Act throughout. This section provides that inside a division the phrase reaches only that division, unless the text expressly says otherwise.
