The exception in the middle of section 4. Everything printed in the explanatory statement under the heading U.S. Immigration and Customs Enforcement, and everything printed under the sub-heading Border Security Operations within the heading U.S. Customs and Border Protection, is given no force or effect for purposes of the Act. The rest of the statement keeps the effect the first part of the section gives it.
