No second increase in a year in which the pension was already increased
What the document says“The Secretary shall not, under paragraph (1), increase the amount of monthly special pension payable under subsection (a) in a year if such amount was otherwise increased during such year.”
The new paragraph (2) added at the end of subsection (e) of section 1562 of title 38, United States Code, along with the words subject to paragraph (2) inserted into the text now designated paragraph (1). It bars the Secretary from making an increase under paragraph (1) in a year in which the amount was otherwise increased. Paragraph (1) is the existing statute and is not indexed here.

The head of the agency may not raise this pay twice in one year. One raise a year is the limit.
