Sec. 1. Purpose and Policy

It is the policy of the United States, and the purpose of this order, to protect the religious freedoms of Americans and end the anti-Christian weaponization of government. The Founders established a Nation in which people were free to practice their faith without fear of discrimination or retaliation by their government. For that reason, the United States Constitution enshrines the fundamental right to religious liberty in the First Amendment. Federal laws like the Religious Freedom Restoration Act of 1993, as amended (42 U.S.C. 2000bb et seq.), further prohibit government interference with Americans' rights to exercise their religion. Title VII of the Civil Rights Act of 1964, as amended (42 U.S.C. 2000e et seq.), prohibits religious discrimination in employment while Federal hate-crime laws prohibit offenses committed due to religious animus. Yet the previous Administration engaged

In plain English

This sets out the policy. It says people must be free to practice their faith. It cites the First Amendment. It names a 1993 religious freedom law. It names the 1964 civil rights law on work. It says the last team went after Christians.

In plain English

This sets up a task force. It sits inside the Justice Department. The Attorney General chairs it. Many agency heads are members. State, Defense and Labor are among them. So are Health, Housing and Education. The FBI director sits on it too.

Sec. 3. Task Force Functions

(a) The Task Force shall meet as required by the Chair and shall take appropriate action to: (i) review the activities of all executive departments and agencies (agencies), including the Department of State, the Department of Justice, including the Federal Bureau of Investigation, the Department of Labor, the Department of Health and Human Services, the Department of Education, the Department of Homeland Security, and the Equal Employment Opportunity Commission, over the previous Administration and identify any unlawful anti-Christian policies, practices, or conduct by an agency contrary to the purpose and policy of this order; (ii) recommend to the head of the relevant agency steps to revoke or terminate any violative policies, practices, or conduct identified under subsection (3)(a)(i) of this section and remedial actions to fulfill the purpose and policy of this order; (iii) share

In plain English

This says what the task force does. It must review four years of agency work. Several departments are named. It must find policies that harm Christians. It must then advise each agency how to undo them. It must also share what it learns.

Sec. 4. Administration

(a) The heads of agencies shall, to the extent permitted by law, upon the request of the Chair, provide the Task Force with any information required by the Task Force for the purpose of carrying out its functions. (b) The Department of Justice shall provide such funding and administrative and technical support as the Task Force may require, to the extent permitted by law and as authorized by existing appropriations.

In plain English

This is about running the task force. Agency heads must share what it asks for. The Justice Department pays for its work. It also provides staff and technical help. That holds as far as the law allows.

Sec. 5. Termination

The Task Force shall terminate 2 years from the date of this order unless extended by the President.

The Task Force shall terminate 2 years from the date of this order unless extended by the President.

In plain English

This sets an end date. The task force closes in two years. The President may extend it.

Sec. 6. General Provisions

Every order carries this. It is not what the order does.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations. In plain English

This is the closing clause that nearly every order carries. It says the order does not change what the law already allows. It also says no one can sue to enforce it.
