“the Secretary of Homeland Security or the Attorney General, as applicable, shall require the payment of a fee, equal to the amount specified in this section, by any alien who files an application for asylum under section 208 (8 U.S.C. 1158) at the time such application is filed.”
The section requires the Secretary of Homeland Security or the Attorney General, on top of any other fee allowed by law, to charge a fee at the time an alien files an asylum application under section 208 of the Immigration and Nationality Act.
