“The Secretary of Homeland Security may provide a reimbursement to an alien of the fee required under subsection (a) for the issuance of a nonimmigrant visa after the expiration of such nonimmigrant visa's period of validity if such alien demonstrates that”
The section lets the Secretary pay the fee back after the visa's period of validity ends where the alien shows they kept every condition of the visa after admission, including not taking unauthorized work, and either did not seek to extend their stay and left within 5 days of the last day, or were granted an extension of that status or adjustment to lawful permanent resident during the period.
