The section amends section 286 of the Immigration and Nationality Act to set up a separate account in the general fund of the Treasury holding the fees collected less $5 for each payment, appropriates that money without further appropriation to make payments and offset program costs, and keeps it available until spent for any U.S. Customs and Border Protection costs of running the system. The $5 a payment goes into the general fund of the Treasury.
