From fiscal year 2031 the animal disease figure drops to $75,000,000

The section adds a new subparagraph (D) directing $75,000,000 of Commodity Credit Corporation funds for fiscal year 2031 and each fiscal year after, of which at least $45,000,000 a year goes to subsection (b).

From fiscal year 2031 the figure is $75 million a year. At least $45 million of it goes to one use.
That is well below the figure for the years before. No end year is set. So the smaller sum runs on until Congress changes it.
