Misusing the low value route costs up to $5,000, then $10,000

The section adds a new subsection (c) to section 321 of the Tariff Act of 1930 (19 U.S.C. 1321) imposing, on top of any other penalty allowed by law, a civil penalty of up to $5,000 for a first violation and up to $10,000 for each later one on a person who brings or tries to bring goods into the United States under the low value entry privilege where the import breaks another customs law. That change takes effect 30 days after enactment.

A person who brings goods in this way faces a fine. The goods must break some other customs law. The first breach costs up to $5,000. Each later one costs up to $10,000.
The fine comes on top of any other. It covers helping as well as importing. It starts 30 days after this law passed.
