The federal share is held to the state's normal match rate
What the document says“the Federal medical assistance percentage for payments for care and services described in paragraph (2) of subsection 1903(v) furnished to an alien described in paragraph (1) of such subsection shall not exceed the Federal medical assistance percentage determined under subsection (b) for such State.”
The section adds a new subsection (kk) to section 1905 of the Social Security Act (42 U.S.C. 1396d) providing that from October 1, 2026, notwithstanding subsections (y) and (z), the federal share for the named emergency care given to the named aliens may not exceed the State's ordinary federal medical assistance percentage under subsection (b). It also appropriates $1,000,000 for fiscal year 2026 to the Administrator of the Centers for Medicare & Medicaid Services, to remain available until expended.
