The section adds a new subsection (kk) to section 1905 of the Social Security Act (42 U.S.C. 1396d) providing that from October 1, 2026, notwithstanding subsections (y) and (z), the federal share for the named emergency care given to the named aliens may not exceed the State's ordinary federal medical assistance percentage under subsection (b). It also appropriates $1,000,000 for fiscal year 2026 to the Administrator of the Centers for Medicare & Medicaid Services, to remain available until expended.
