Cover reaches back one month for the expansion group and two for others

The section rewrites section 1902(a)(34) of the Social Security Act (42 U.S.C. 1396a(a)(34)) so that for a person enrolled under the expansion group in paragraph (10)(A)(i)(VIII) cover reaches care given in or after the month before the month of application, and for everyone else in or after the second month before that month, in each case where the person was or would have been eligible when the care was given. A deceased person's application may be made on their behalf.

That shorter reach is for the expansion group. Everyone else gets two months. The person must have qualified when the care was given.
