No Pell grant where other grant aid covers the whole cost

The section adds a new paragraph (6) to section 401(d) of the Higher Education Act of 1965 (20 U.S.C. 1070a(d)) so that from July 1, 2026 a student may not get a Federal Pell Grant for a period in which non-federal grant aid, whether from a State, a college or a private source, meets or exceeds the student's cost of attendance for that period.
