States may be paid for work done since January 20, 2021

The section lets the Secretary give grants for spending on completed, ongoing or new activities that took place on or after January 20, 2021. Each State applying must say what it wants the money for and how it plans to allocate it, and the Secretary must begin accepting applications within 90 days of enactment. Nothing in the subsection lets a State or local government exercise immigration or border authorities reserved to the federal government, and the agency may use no more than 1 percent for administering the grants.
