Costs count only from July 1, 2024 and must be shown to be extra
What the document says“incurred or incurs on or after July 1, 2024;”
The section makes the money available only for costs a State or local agency ran up on or after July 1, 2024, that it shows the Administrator are above typical law enforcement operation costs, directly attributable to the protection described, and tied to a nongovernmental property designated under the 1976 Act to be secured by the Secret Service, and that it certifies as compensating protection activities the Secret Service asked for. No more than 3 percent of the money may go to administering the grants.
What the document actually says“incurred or incurs on or after July 1, 2024;”
The cost must have been run up on or after July 1, 2024.
It must be shown to be above normal policing costs. It must be tied to the guarding work. The Secret Service must have asked for that work.
