Congress finds Lomell deserving of the honor

The finding runs on to say what the honor is: having the new Toms River clinic of the Department of Veterans Affairs named for him. The quotation stops short of that clause because the printer broke a word across a line there. The word posthumous is the section's own.

Congress says this man earned the honor. He was a war hero. He was a good neighbor. He was a good husband and father.
The honor is having the new clinic named for him. He is not alive to see it. The law calls that a posthumous honor.
