New section 399I of the Public Health Service Act directs the Secretary to make awards to public or nonprofit private entities with demonstrated expertise in the field, for building local, Tribal, State and nationwide capacity to prevent the occurrence of the disorders. The programs named include public education, acting as a clearinghouse, raising awareness of screening tools, and giving technical help to recipients under section 399H.
