“To be eligible to receive a grant, or enter into a cooperative agreement or contract, under this section, an entity shall--”
New section 399H(b)(2) of the Public Health Service Act limits eligibility to a State, Indian Tribe or Tribal organization, local government, scientific or academic institution, or nonprofit organization, and requires an application describing the activities the entity intends to carry out. Section 399H(b)(3) permits the Secretary to require the applicant to name a State or Tribal coordinator and describe an advisory committee.
