The section adds subsection (d) to section 547A of the Public Health Service Act, permitting the Secretary to establish one regional center, using existing resources, to help the national center do its work within a region and in a way suited to that region.

The Secretary can set up one center for a region. It must run on money already in hand. It helps the national center serve that region.
The law says one, not many. It also says the money must come from what is already there. No new funds are set aside for it.
