The section rewrites paragraph (9) of section 7102(c) of the SUPPORT for Patients and Communities Act, setting a separate ceiling for each fiscal year from 2026 through 2030. A related change moves a year in paragraph (8) from 2022 to 2028.

The top amount is set one year at a time. It starts at $10,000,000 in 2026. It climbs each year to $15,000,000 in 2030.
Setting the amount year by year lets it rise on a schedule. It is still a ceiling. Congress must vote the money each year.
