The section adds paragraph (3) to section 7183(g) of the SUPPORT for Patients and Communities Act, barring the Secretary from requiring, or giving preference for, uses of the money that the subsection does not list.

The Secretary cannot make a group spend money on other things. The Secretary cannot favor a group that plans to, either. Only the uses on the list count.
Agencies often steer grants by favoring some plans. This line closes that path. The list in the law is the whole list.
