Article X refers to the anonymous 1947 article that set out the doctrine of containment toward the Soviet Union. The chapter says the State Department and National Security Council should draft an equivalent for China as a presidential mandate, and that it should be a deeply philosophical look at the challenge. It says a strategy of competing where necessary while cooperating where possible, including on climate change, has demonstrably failed, and that the issue is with the Communist dictatorship rather than the Chinese people.
