What this searches
Floor statements only. What members said in the House and Senate as printed in the Congressional Record. It does not search votes, press releases, interviews, committee testimony, or anything said off the floor.
More than one word means all of them. Searching for two words finds statements containing both, anywhere in them, not the two words side by side. A search for the border finds statements using both words, which is not the same as statements using that phrase.
A member with no results may still have spoken. Statements are indexed from the Record's own speaker tagging, which is not complete, and procedural turns are left out.
Nothing here is a position. A statement mentioning a subject is not agreement or disagreement with anything. The words are quoted and cited so they can be read as said.
The heading is the Record's, not the speaker's. Remarks are printed under a section heading, and a section can hold several unrelated items. Where a heading is shown it says what the remarks were printed under, which is not always what the member was addressing. The quotation, the page and the date are exact in every case.
