It states that none of the funds rescinded under that paragraph shall affect the administration of United States commodity-based food aid, and names the Food for Peace program and the McGovern-Dole International Food for Education and Child Nutrition Program as included in that. Paragraph (14) carries a proviso in nearly the same words.
