Paragraph (12), the rescission and its first proviso. It takes $2,500,000,000 of the unobligated balances under the account headed Bilateral Economic Assistance, Funds Appropriated to the President, Development Assistance, as made available by division A of Public Law 119-4, the Full-Year Continuing Appropriations Act, 2025. The proviso bars the rescission from being taken from balances for Feed the Future Innovation Labs or the Countering PRC Influence Fund. This is the largest rescission in the Act.
