$1,650,000,000 is rescinded from the Economic Support Fund

Paragraph (9). It rescinds $1,650,000,000 of the unobligated balances under the account headed Bilateral Economic Assistance, Funds Appropriated to the President, Economic Support Fund, as made available by division A of Public Law 119-4, the Full-Year Continuing Appropriations Act, 2025. The proviso quoted here bars the rescission from being taken from balances for assistance to Jordan, assistance to Egypt, or the Countering PRC Influence Fund. The quotation starts at the amount because the printer broke the words Full-Year across a line above it.
What the document actually says“$1,650,000,000 are rescinded: Provided, That none of the funds rescinded under this paragraph shall be from the unobligated balances for assistance to Jordan, Egypt, or the Countering PRC Influence Fund.”
This takes back $1,650,000,000. But three things are shielded. Money for Jordan, money for Egypt, and one China fund stay.
The money came from a fund that helps other countries pay their way. The shield means the cut has to come from the rest of the fund.
