The rescissions take effect on the day the Act is enacted

It ties the Act to a special message the President sent to the House of Representatives and the Senate on June 3, 2025 proposing the rescission of budget authority under section 1012 of part B of title X of the Congressional Budget and Impoundment Control Act of 1974 (2 U.S.C. 682 et seq.), and provides that the rescissions listed in subsection (b) take effect immediately on the date of enactment. The President asked Congress to take back some money. Congress did it. The money goes away the day this law starts.
The law started on July 24, 2025. So the money listed below was gone that day. No one has to wait for a later date. An older law from 1974 sets up this way of asking.
